Requests the University of Hawaii to convene an Affirmative Consent Task Force to review and make recommendations on the university's Executive Policy on Domestic Violence, Dating Violence, Sexual Assault, and Stalking.

Task Force shall comprise 10 members including the University of Hawaii President, Vice President for Community Colleges, three chancellors, Executive Director of Hawaii State Commission on the Status of Women, Chair of University of Hawaii Commission on the Status of Women, Executive Director of the Sex Abuse Treatment Center, and representatives from the American Civil Liberties Union and the Women's Legislative Caucus.

Task Force shall review current policy considering best practices, professional standards, contemporary corrective actions, and institutional infrastructure improvements to address affirmative consent across all University of Hawaii campuses.

Task Force shall ensure policy guidance includes comprehensive education and prevention programs, support and resources for reporting individuals, prompt complaint procedures, equal rights for respondents and complainants in disciplinary processes, and corrective actions to end and prevent incidents of harassment and sexual violence.

Task Force shall submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the convening of the Regular Session of 2016.
