Requests the Department of Health to review and analyze all oral health initiatives currently underway in Hawaii, including the Centers for Disease Control (CDC) oral health disease prevention program.

Directs the Department to report on progress in developing a comprehensive state oral health assessment, including research on dental diseases, clinical dental services, public education, and workforce training.

Requires the Department to conduct a detailed assessment of Hawaii's dental health status, including gaps between healthcare needs and existing resources, analysis of social determinants affecting vulnerable populations, and evaluation of the healthcare workforce.

Requests a comprehensive accounting of all public and private sector matching funds received through the CDC grant or other oral health funding sources.

Directs the Department to submit findings, recommendations for comprehensive oral health policy initiatives, and funding recommendations to the Legislature no later than twenty days before the 2016 Regular Session.
