Requests the Department of Health to promptly investigate all alleged violations of laws and rules by companies in the solid waste recycling industry related to human health and environmental protection.

Directs the Department of Health to timely issue appropriate penalties or corrective action orders and ensure compliance with these orders.

Requires the Department of Health to provide complainants and interested parties with status updates and results of investigations, including any penalties or corrective orders issued.

Calls for equitable enforcement of all applicable laws and rules against all solid waste recycling companies to ensure fair, safe, and compliant operations that protect Hawaii's citizens and environment.

Directs certified copies be sent to the Director of Health and county/city officials in Hawaii, Maui, Kauai, and Honolulu.
