Requests the City and County of Honolulu and State of Hawaii to conduct a feasibility study of a public-private partnership to restore, open to the public, and maintain the Haiku Stairs.

Directs the feasibility study to include an option for a pay-to-hike system with fees of $5 to $20 per hiker, with revenues generated to cover operation and maintenance costs.

Requires the Honolulu Board of Water Supply to defer any plans to remove the Haiku Stairs until the feasibility study is completed.

Notes the Haiku Stairs' status as a historical and recreational landmark that has experienced increased maintenance and public safety issues due to ongoing illegal climbing despite permanent closure in 1987.

Mandates certified copies of the resolution be transmitted to the Governor, Mayor, City Council Chair, Board of Water Supply officials, and related state and tourism authorities.
