Authorizes the Board of Land and Natural Resources to issue four term, non-exclusive easements covering state submerged lands at Stable Road Beach, Spreckelsville, Wailuku, Maui for use, maintenance, and repair of four existing rock groin structures.

Grants easements to four property owners adjacent to the groins: Association of Apartment Owners of Ainalani Lot 6, David B. Lim and Jan D. Lim, Cortland K. Larned III and others, and James C. Riley and others.

Requires grantees to pay the State fair market value of the easements as determined by independent appraisal for use of public lands.

Reaffirms that customary beach access and parking will continue to be permitted on the beach.

Requires prior authorization by Legislature through concurrent resolution to lease state submerged lands pursuant to Hawaii Revised Statutes section 171-53.
