Requests the Auditor to prepare a feasibility report on creating a separate structural licensing board to oversee installation and erection of structural steel.

Proposes transferring four contractor license classifications (C-38 post tensioning, C-41 reinforcing steel, C-48 structural steel, and C-56 welding) from the Contractors License Board to the new structural board.

Requires the Auditor to consult with stakeholders including iron workers unions, structural engineers, and existing license boards to develop recommendations modeled after the Board of Electricians and Plumbers.

Directs the Auditor to include in the report: feasibility analysis, suggested license practice modifications, recommended fees, stakeholder testimony, cost estimates, and proposed legislation.

Requires the Auditor to submit a draft report to the Legislative Reference Bureau by November 1, 2015, and a final report to the Legislature by twenty days before the 2016 Regular Session convenes.
