Establishes a task force within the Department of Accounting and General Services to plan and coordinate celebration of the Hawaii State Capitol's fiftieth anniversary on March 15, 2019.

Task force composition includes 15 members: three selected by Senate President (at least one Senator), three by House Speaker (at least one Representative), five by Governor, and four by Comptroller (at least two Foundation employees), plus Comptroller as ex officio member.

Requires eight members for quorum with affirmative vote of at least six members necessary for decision-making; task force to select its own chairperson.

Task force requested to develop and coordinate celebration events from July 1, 2016, through December 31, 2019, and submit report to Legislature no later than twenty days before 2016 Regular Session convening.

Task force dissolves January 1, 2020; report must include events already executed, detailed implementation plan for remaining recommendations, and identification of procedures for public fund disbursement.
