Requests the Department of Health to convene a substance abuse task force to address health care, payment reform, addiction treatment systems, and justice system reform to reduce collateral sanctions.

Task force must provide multi-disciplinary policy recommendations, utilize federal recovery-oriented system of care models, integrate primary health care with addiction treatment, and develop treatment programs for mild to moderate substance use disorders.

Task force must address Quest member and uninsured patient access to treatment, offender re-entry programs, payment reform models for chronic substance use, and determine additional funding needed for various treatment modalities.

Task force must examine the Uniform Collateral Sanctions and Disqualifications Act and make policy recommendations on legislative adoption.

Task force membership includes the Director of Health (chair), one House and one Senate member, Directors of Human Services and Public Safety, and representatives from the Hawaii Substance Abuse Coalition, Hawaii Medical Association, University of Hawaii psychiatry, Drug Policy Forum of Hawaii, and a hospital; task force must submit preliminary report by 20 days before 2016 session and final report by 20 days before 2017 session, then dissolve June 30, 2017.
