Requests the Auditor to conduct a follow-up analysis to the December 2005 Sunrise Analysis on check cashing and deferred deposit agreements (payday loans), Report No. 05-11

Directs the Auditor to compare Hawaii's payday loan regulations under chapter 480F with regulations in other states

Requires analysis of economic impacts on consumers and payday loan providers in jurisdictions that have capped fees at an annual percentage rate of thirty-six percent

Requires analysis of the availability and cost of alternative credit products to payday loans

Directs the Auditor to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2016 Regular Session
