Requests the Department of Transportation to study the feasibility of establishing an interisland ferry system similar to Washington State Ferries and other jurisdictions' systems.

Requires the study to emphasize compliance with Hawaii's environmental protection laws, including chapter 343, Hawaii Revised Statutes.

Directs the Department to identify appropriate routes and harbors for the proposed ferry system.

Requires consideration of potential costs and revenues, financing options including rates or fees, and ferry system parameters such as vessel design, capacity for passengers and cargo, and harbor compatibility.

Mandates the Department of Transportation submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.
