Requests the Department of Education to organize and coordinate out-of-school programs for kindergarten through twelfth grade in collaboration with the Department of Health, Department of Human Services, University of Hawaii, and community-based organizations.

Directs the Department of Education to identify funding opportunities for out-of-school programs through federal funds, grants, revenue-generating opportunities, user fees, and consideration of tobacco, cigarette, and alcohol tax increases as a dedicated funding stream.

Requires the Department of Education to determine the cost of out-of-school programs for middle and intermediate schools and the cost of maintaining programs for kindergarten through twelfth grade.

Designates Department of Education out-of-school programs as "Hawaii 3 to 6 programs" and requests the Department to administer them with priority funding given to high-poverty schools and programs meeting specified quality standards.

Directs certified copies be transmitted to the Governor, Board of Education Chairperson, Superintendent of Education, and State Public Charter School Commission leadership.
