Encourages the Office of Planning, Land Use Commission, Hawaii Community Development Authority, Hawaii Housing Finance and Development Corporation, and county planning departments to adopt the 21 recommendations from the Urban Land Institute's "Building Healthy Places Toolkit" report.

Recommends implementing policies that promote physical activity through mixed land uses, pedestrian-oriented streetscapes, biking infrastructure, and recreation spaces.

Recommends enhancing access to healthy food through grocery stores, farmers markets, and on-site gardening, and improving environmental health through smoking bans, air quality standards, and noise reduction.

Directs these agencies to seek public and professional input and consult with stakeholders affected by the toolkit recommendations.

Requires transmittal of the resolution to the Director of the Office of Planning and planning directors for all counties and the City and County of Honolulu.
