• Requests the State Public Charter School Commission to continue encouraging charter school applicants to address public school overcrowding and capacity issues, particularly in Leeward Oahu.

• Directs the Commission to intensify outreach to community stakeholders, including state and county agencies, developers, and community-based organizations, about charter schools' potential to resolve capacity needs.

• Asks the Commission to assess existing and proposed legislative incentives for charter school applicants to submit proposals addressing public school overcrowding.
