Supports the concept of the Rainbow Stop Pilot Project to create state-approved rainbow viewing locations throughout Hawaii where residents and tourists can safely pull over to view and photograph rainbows.

Rainbow Stops would function as scenic viewpoints similar to existing roadside areas, allowing visitors to safely view Hawaii's natural rainbows during rain showers when sunlight creates prisms through raindrops.

GPS preprogramming of Rainbow Stop locations would enable tourists and residents to easily locate and access viewing sites, promoting Hawaii's natural beauty and the state's "Rainbow" brand worldwide.

Recognizes Hawaii's status as the "Rainbow State" with eleven of the world's fourteen climates and record tourism of 8.3 million visitors in 2014, positioning rainbows as a key natural attraction.

Directs certified copies of the resolution to be transmitted to the Board of Land and Natural Resources, Hawaii Tourism Authority, and the Division of State Parks.
