Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement covering 4,539 square feet of state submerged lands at Waimanalo, Koolaupoko, Oahu (Tax Map Key Number (1)4-1-002:007)

Easement permits use, maintenance, and repair of an existing seawall and steps constructed in the 1930s that currently encumber the state submerged lands

Property is owned by the Eve G. Anderson Trust, which agreed to pay a one-time fair market value payment determined by independent appraisal and subject to approval by the Board Chair

Board of Land and Natural Resources approved the easement grant on November 14, 2014, and the Office of Conservation and Coastal Lands supported the issuance on September 3, 2014

Legislative authorization is required under Hawaii Revised Statutes section 171-53 for the disposition of state submerged lands
