Encourages the Department of Education to establish a voluntary Hawaii Farm to School Program allowing individual Complex Areas to purchase locally grown food from food safety certified farms.

Permits Department of Education Complex Areas to participate on an optional basis rather than requiring statewide implementation, allowing flexibility for areas with adequate resources.

Requires participating farmers to demonstrate adequate product supply for one year, maintain food safety certification, comply with state and federal food safety regulations, and carry sufficient product liability insurance.

Directs certified copies of the resolution be transmitted to the Board of Education Chairperson, Superintendent of Education, and Board of Agriculture Chairperson.
