Urges the Department of Business, Economic Development, and Tourism to manage energy leases on public lands through interagency agreements with the Department of Land and Natural Resources and Department of Agriculture.

Requests that following determination of land suitability for renewable energy projects, the Department of Business, Economic Development, and Tourism make timely disposition of the land, provided it has not been set aside for other public use.

Requires departments or agencies that have set aside public land for specific purposes to verify the land is not required or being used for that purpose before disposition for renewable energy development.

Addresses inefficient and poorly coordinated management of public lands that has prevented renewable energy project development in recent years.

Directs certified copies of the resolution be transmitted to the Director of Business, Economic Development, and Tourism; Chairperson of the Board of Land and Natural Resources; and Chairperson of the Board of Agriculture.
