Hawaii Access to Justice Commission requested to assemble working group of government agencies and community entities to determine which agency or organization should administer funding for civil legal services to low- and moderate-income individuals

Working group must include representatives from the Governor, Legislature, Judiciary, Attorney General, Department of Human Services, Department of Labor and Industrial Relations, Department of Budget and Finance, Hawaii Justice Foundation, Legal Aid Society of Hawaii, Volunteer Legal Services Hawaii, and other stakeholders

Plan must include history of state civil legal services funding, analysis of benefits and barriers of assigning administration to various agencies (Judiciary, Attorney General, Human Services, Labor and Industrial Relations, Budget and Finance, Accounting and General Services, Hawaii Justice Foundation), and recommendations on appropriate administrator and funding levels

Hawaii Access to Justice Commission must submit working group's plan to legislature no later than twenty days before the 2016 Regular Session convenes
