Strongly opposes the United States Army's 2020 Force Structure Realignment proposal to eliminate 16,606 active duty soldiers from Schofield Barracks and 3,786 active duty soldiers from Fort Shafter on Oahu.

States the proposed reduction would decrease Oahu's total population by 5 percent and reduce surrounding communities (Mililani, Wahiawa, Waialua, Kunia) by 38 percent due to loss of approximately 30,000 civilian family members.

Argues the force reduction would cause an estimated loss of 20,000 jobs, $1.35 billion in payroll, $400 million in military construction funding, and $9.2 million in general excise tax revenues.

Contends that maintaining military presence in Hawaii is critical to the nation's Pacific rebalance strategy and deterrence against North Korea and China's assertive behavior in the region.

Directs transmission of certified copies to the U.S. Army, Hawaii congressional delegation, Governor, Honolulu Mayor, and other state and military officials.
