Request the Hawaii Housing Finance and Development Corporation (HHFDC) and City and County of Honolulu Department of Planning and Permitting, with support from the Honolulu Authority for Rapid Transportation (HART), to conduct a joint study on workforce housing demand and transit-oriented development.

Study shall calculate the number of workforce housing units needed within transit-oriented development zones to provide a baseline for transit system ridership.

Evaluate options to encourage construction of workforce housing units, rental units, and public uses in all transit-oriented development zones.

HHFDC and Department of Planning and Permitting may assemble personnel and enter into cooperative agreements with other public agencies necessary to complete the study and development plan.

Submit the joint study and development plan to the Legislature no later than twenty days before the start of the 2016 Regular Session.
