Requests the Hawaii Coastal Zone Management Program, Hawaii Emergency Management Agency, and Department of Emergency Management of the City and County of Honolulu to establish a long-term, risk-based strategy and implementation plan to mitigate coastal hazards in urban Honolulu.

Identifies that 80 percent of urban Honolulu's economy, almost half of the population, and a significant portion of infrastructure and land are at risk of inundation from sea level rise and coastal hazards.

Notes that urban Honolulu generates over $43 billion in annual economic activity and is heavily populated, making coastal hazard mitigation critical.

References a 2014 University of Hawaii Sea Grant College Program study assessing the risk and vulnerability of urban Honolulu to sea level rise and other coastal hazards as a foundation for developing the mitigation plan.

Directs that certified copies of the resolution be transmitted to the Program Manager of the Hawaii Coastal Zone Management Program, Director of the Hawaii Emergency Management Agency, and Director of the Department of Emergency Management of the City and County of Honolulu.
