Requests the Department of Land and Natural Resources submit a report to the Legislature no later than twenty days prior to the 2016 Regular Session on management of Lipoa Point, a 244-acre parcel of land on Maui.

Lipoa Point includes forest, coastline, open space, and provides access to Honolua-Mokuleia Bay marine life conservation district, scenic coastal views, and recreational opportunities for snorkelers and surfers.

Report must include recommendations on feasibility of establishing a Lipoa Point Management Council to protect the area, preserve cultural and recreational access, and protect the marine environment.

Report must include recommendations on resources required to protect and preserve Lipoa Point and any proposed legislation.

Directs transmission of certified copies to the Board of Land and Natural Resources, Maui County Mayor, Hawaiian Islands Land Trust, Save Honolua Coalition, and Aha Moku Council for Maui.
