Requests the Department of Education and Department of Commerce and Consumer Affairs to convene a working group to evaluate the current licensing program for private trade, vocational, and technical schools established under Act 89, Session Laws of Hawaii 1996.

Directs the working group to consider alternative licensing program structures or models and examine whether consumer protection responsibilities might be better suited to the Department of Commerce and Consumer Affairs.

Requires the working group to evaluate potential impacts on schools and students, including any fee increases or changes to licensing costs that would result from restructuring the licensing system.

Mandates the working group include interested stakeholders and focus on procedures that protect consumers from false, deceptive, misleading, and unfair practices while ensuring adequate educational quality.

Requires the Department of Commerce and Consumer Affairs and Department of Education to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session.
