Designates the Senate Committee on Human Services and Housing as an investigating committee to examine contested child custody proceedings involving alleged family violence heard by Family Courts between January 1, 2010, and December 31, 2014.

Directs the investigating committee to assess the use and application of Hawaii Revised Statutes section 571-46(a)(9) to (14), which addresses family violence in child custody disputes.

Requests the Judiciary to assist the investigating committee in its work and grants the committee all rights, powers, and privileges under chapter 21, Hawaii Revised Statutes.

Requires the Senate Committee on Human Services and Housing to submit a report of findings and recommendations to the Legislature no later than twenty days before the 2016 Regular Session convenes.
