Petitions Congress to call a constitutional convention under Article V to propose amendments addressing the Supreme Court's Citizens United v. Federal Election Commission decision and whether money spent on elections should constitute "speech" under the First Amendment.

Requests the convention be limited in scope to address concerns raised by Citizens United and related cases, with this application to be considered together with similar applications from Vermont, California, Illinois, and other states until two-thirds of state legislatures have applied.

Specifies convention delegates be comprised equally from individuals elected to state and local office or elected as delegates from each Congressional district, with all current or former federal office holders prohibited from serving as delegates.

Directs transmission of certified copies to the President, Vice President, Speaker of the House, Senate President Pro Tempore, and Hawaii's congressional delegation.
