Requires the Board to recommend any additional safeguards needed with a threshold increase, such as requiring purchasing agencies to report itemized lists of exempt small purchases annually.

Requires submission of the Board's findings and recommendations to the Legislature no later than twenty days before the start of the 2016 Regular Session.
