Requests the Aha Moku Advisory Committee to engage stakeholders and develop rules for its own operation and administration with assistance from the Department of Land and Natural Resources, Office of Hawaiian Affairs, and Association of Hawaiian Civic Clubs.

Reaffirms the legislative intent behind Act 288 (Session Laws of Hawaii 2012) that authorized the committee to demonstrate how traditional Hawaiian values and customs can apply to modern governmental affairs.

Requires the Aha Moku Advisory Committee to submit its proposed administrative rules to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Directs certified copies of the resolution be sent to the Chair of the Aha Moku Advisory Committee, Chairperson of the Board of Land and Natural Resources, CEO of the Office of Hawaiian Affairs, and President of the Association of Hawaiian Civic Clubs.
