Requests the State Auditor to assess the social and financial impacts of mandating infertility procedure coverage under S.B. No. 768 for all individual and group health insurance policies that provide pregnancy-related benefits, effective July 1, 2015.

Requires the Auditor's report to survey other states with expanded in vitro fertilization mandates, examine federal Patient Protection and Affordable Care Act compliance, research medical standards for reproductive age and infertility treatment options, and analyze existing technology in infertility procedures.

Directs the Auditor to research the underwriting of Hawaii's existing in vitro fertilization mandated benefit over the past 27 years since its 1987 enactment.

Mandates the Auditor submit findings and recommendations to the Legislature, including any necessary implementing legislation, no later than 20 days before the 2016 Regular Session convenes.

Requires the Insurance Commissioner to transmit copies of this resolution to all state health insurance issuers.
