Urges the Honolulu Authority for Rapid Transportation to identify and implement cost cutting practices due to a $900 million budget shortfall on the $5.2 billion Honolulu rail project.

Requests freezing of all travel for board members and staff (except Federal Transit Administration-related travel), pay raises, and bonuses for all staff including the Executive Director and Chief Executive Officer.

Requires the Honolulu Authority for Rapid Transportation to submit a report to the Legislature detailing its plan to implement internal cost cutting measures no later than 90 days before the 2016 Regular Session convenes.

Requests the State Auditor to conduct audits of the Honolulu Authority for Rapid Transportation every three years.

Directs transmission of certified copies to the Governor, Mayor of Honolulu, Honolulu City Council Chairperson, and the Executive Director and Chief Executive Officer of the Honolulu Authority for Rapid Transportation.
