Requests the Governor to direct all state departments and agencies to comply fully with section 5 of Act 178 (Session Laws of Hawaii 2006) by providing accurate and complete annual accounting of receipts from public trust lands.

Requires reporting to identify the total gross amount of receipts, amount transferred to the Office of Hawaiian Affairs, amount retained by the State, receiving account or fund, specific land parcel, and the receiving department or agency for each receipt.

Notes that the Department of Land and Natural Resources reported $150,939,203 in total gross receipts for fiscal year 2011-2012, but an outside accounting consultant retained by the Office of Hawaiian Affairs estimated as much as $226,100,000 in public land trust revenues went unreported.

Directs transmission of certified copies of the resolution to the Governor, Attorney General, Board of Land and Natural Resources leadership, Director of Finance, heads of all state departments managing public trust lands, and the Office of Hawaiian Affairs Board of Trustees.

Affirms the State's fiduciary responsibility as trustee of the public land trust and the Legislature's constitutional obligation to clarify the Office of Hawaiian Affairs' pro rata share of public land trust revenues for the benefit of Native Hawaiians.
