Requests the Hawaii Emergency Management Agency to study the feasibility and cost of constructing a small rural landing site or airstrip in south Puna for use by the National Guard and emergency responders.

Directs the study to evaluate using basalt rebar or lunar basaltic cement in the construction, noting that basalt rebar is 25 percent lighter and 200 percent stronger than steel rebar.

Cites Puna's large population, active lava zone location, and isolation (6-8 hour roundtrip to nearest commercial airport in Hilo if Highway 130 is blocked by lava) as justification for the project.

Requires the Hawaii Emergency Management Agency to report findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Directs certified copies be transmitted to the Governor, Adjutant General, Director of Transportation, Director of the Office of Aerospace Development, Mayor of the County of Hawaii, and the Pacific International Space Center for Exploration Systems.
