Requests the Chairperson of the Board of Land and Natural Resources and the Mayor of the City and County of Honolulu to form a working group to address abandoned vehicles and boats on public roadways and streets in Honolulu.

Working group to be chaired by the Chairperson of the Board of Land and Natural Resources or designee, with 9 members including representatives from state and city departments, the Honolulu Police Department, and the City Council.

Working group must address jurisdiction over abandoned vehicles and boats, removal procedures, notification processes, and responsibility for removal costs.

Members serve without compensation but will be reimbursed for necessary expenses including travel, and the working group is to be dissolved on June 30, 2016.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2016 Regular Session convenes.
