Requests the University of Hawaii at Manoa Department of Kinesiology and Rehabilitation Science to convene a working group to develop an implementation strategy requiring youth sports organizations to adopt concussion management plans by December 31, 2017.

Working group to be led by the Chair of the Department of Kinesiology and Rehabilitation Science and include representatives from the Hawaii High School Athletic Association, four youth sports organizations, the Hawaii Athletic Trainers' Association, and the Department of Health.

Requires the Hawaii Concussion Awareness and Management Program to submit a report to the Legislature no later than twenty days before the 2016 Regular Session with implementation strategy, recommendations, and proposed legislation.

Requires the Department of Health to submit status reports to the Legislature no later than twenty days before the 2017 and 2018 Regular Sessions on concussion management plan implementation among youth sports organizations.

Working group ceases to exist on July 1, 2018.
