Request that the Department of Business, Economic Development, and Tourism prioritize developing Kapolei into a job center and Oahu's "Secondary Urban Center" in accordance with state and city policies.

Direct the department to set goals, develop a strategy, and create an implementation plan to steer economic development, jobs, housing, emerging industries, and education to Kapolei.

Request the department work with businesses and business groups, including the Kapolei Chamber of Commerce, to develop a program of incentives to encourage companies to locate or relocate to Kapolei.

Require that incentive programs be available to any business meeting established criteria, regardless of industry, developed in cooperation with the department and business groups.

Transmit certified copies of the resolution to the Governor, Director of Business, Economic Development, and Tourism, Hawaii Community Development Authority, Mayor of Honolulu, and Executive Director of the Kapolei Chamber of Commerce.
