Requests the Department of Agriculture, University of Hawaii College of Tropical Agriculture and Human Resources, and Hawaii Farmers Union United to collaborate on establishing a nutrient recycling center pilot project on Maui near prime agricultural land.

Pilot project must create an inventory of farming input resources, identify key stakeholders, segregate materials for composting, and develop methodologies for complete composting processes and distribution.

Requires the center to collaborate with local restaurants for farm-to-table nutrient recycling, develop best practices for compost production, and quantify economic impacts of nutrient recycling.

Center shall serve as an information hub for Maui farmers, offering hands-on workshops and disseminating expertise from local agricultural professionals.

Department of Agriculture and Hawaii Farmers Union United must submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session.
