Authorizes a 55-year term, non-exclusive easement to Paul D. Gossman as trustee of the Paul D. Gossman Residence Trust for seawall encroachment on approximately 260 square feet of state-owned submerged land in Lahaina, Maui, with compensation determined by independent appraisal.

Authorizes a term, non-exclusive easement to the Association of Apartment Owners of Lahaina Roads for use, maintenance, repair, and replacement of an existing seawall covering approximately 2,352 square feet of state-owned land in Lahaina, Maui (tax key map number (2)4-5-013, seaward of 027).

Both easements were previously approved by the Board of Land and Natural Resources (August 9, 2013 and July 27, 2012 respectively) and require legislative authorization under Hawaii Revised Statutes section 171-53(c) for leasing state submerged lands.

The Office of Conservation and Coastal Lands determined the easements would have no adverse impacts on beach and recreational resources and do not impede public access.

Requires confirmation by survey of the Department of Accounting and General Services and transmission of certified copies to the Governor and Board of Land and Natural Resources.
