Authorizes the Board of Land and Natural Resources to issue a 55-year nonexclusive easement covering approximately 288 square feet of state submerged lands in Waikiki fronting tax map key (1) 3-6-001:017.

Permits the easement for use, maintenance, and repair of an existing pier currently on the property owned by Wilton Allen Doane, Jr., and Christina Dao Doane.

Requires the property owners to make a one-time payment to the State based on fair market value as determined by independent appraisal, subject to approval by the Board of Land and Natural Resources Chairperson.

Resolves an encroachment issue from a prior revocable permit issued by the Board of Land and Natural Resources to the previous property owner.

Complies with Hawaii Revised Statutes section 171-53, which requires Governor approval and legislative authorization by concurrent resolution for state submerged lands disposition.
