Urges the Aloha Tower Development Corporation to develop a plan to relocate, renovate, upgrade, reopen, or demolish the Hawaii Maritime Center building at Pier 7 of the Aloha Tower Complex on Oahu.

Requires the Aloha Tower Development Corporation to coordinate with the Department of Transportation, Bishop Museum, Friends of Falls of Clyde, and other interested parties in creating the plan.

Mandates the Aloha Tower Development Corporation submit its plan and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session.

References the Hawaii Maritime Center's closure on May 1, 2009, and its former exhibits including a humpback whale skeleton, Pacific Blue Marlin remains, and the Falls of Clyde (the only remaining iron-hulled, four-masted full-rigged ship in the world).

Directs certified copies of the resolution be transmitted to the Director of Transportation, President of Bishop Museum, and President of Friends of Falls of Clyde.
