Requests the Governor and Department of Transportation to include cruise ship passenger terminal improvements in the 2017-2018 Supplemental Capital Improvement Program for four harbors: Nawiliwili (Kauai), Honolulu (Oahu), Kahului (Maui), and Hilo (Hawaii)

Notes that approximately 1.15 million cruise ship passengers passed through Hawaii harbors in FY 2014-2015, generating $6.9 million in passenger fees, despite the Department of Transportation not funding comparable terminal improvements at most major ports

Directs the Department of Transportation to collaborate with the Hawaii Tourism Authority and other state and federal entities to incorporate art and award-winning designs that promote heritage tourism and original Hawaii artwork in terminal improvements

References the successful federal Hawaii Port Infrastructure Expansion Program that previously funded Pier 2 Passenger Terminal improvements in Honolulu Harbor, which received recognition at the 2013 Historic Preservation Honor Awards
