Requests the Information Privacy and Security Council, in cooperation with the State Chief Information Officer Council, to assess how state and county agencies notify individuals following a breach of personal information.

Directs the councils to research and report on current notification procedures for personal information breaches, particularly for information stored online.

Requires the report to include findings on software or electronic programs used to improve personal information protection and recommendations for more secure and prompt notification methods.

Mandates the Information Privacy and Security Council to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Requires a certified copy of the resolution be transmitted to the Chief Information Officer.
