Requests the Auditor to conduct a feasibility study on creating a structural licensing board to oversee installation and erection of structural steel work, which is identified as one of the most dangerous jobs in the United States.

Directs the Auditor to consult with stakeholders including the Hawaii Iron Workers Union Local 625, Contractors License Board, Electrician and Plumbers License Board, Structural Engineers Association of Hawaii, and relevant companies.

Requires the Auditor's report to include feasibility determination, suggested amendments to C-38 post tensioning, C-41 reinforcing steel, C-48 structural steel, and C-56 welding license classifications, licensure fee recommendations, and estimated creation costs.

Mandates the Auditor submit a draft report to the Legislative Reference Bureau no later than November 1, 2015, and a final report with proposed legislation to the Legislature at least 20 days before the 2016 Regular Session convenes.

Proposes modeling the new structural license board after the existing Board of Electricians and Plumbers to ensure workers possess necessary qualifications and address current gaps in the Contractors License Board's oversight.
