Establishes a task force within the Department of Accounting and General Services to plan and coordinate celebration of the Hawaii State Capitol's fiftieth anniversary, which will be marked on March 15, 2019.

Task force composed of 16 members: three selected by Senate President (at least one Senator), three by House Speaker (at least one Representative), five by Governor, and four by Comptroller (at least two Foundation employees), plus Comptroller as ex officio member.

Requires eight members for quorum with six affirmative votes needed for decisions; task force must select its own chairperson and meet on a schedule determined by members.

Task force to develop program activities and events from July 1, 2016, through December 31, 2019, and submit a report to the Legislature at least 20 days before the 2016 Regular Session with planned events, implementation details, and recommendations for fund disbursement.

Task force exempted from Hawaii Revised Statutes chapter 92 (open meetings law) and members are not considered state employees; task force automatically dissolves on January 1, 2020.
