Department of Health is requested to convene a substance abuse task force to address health care, payment reform, and justice system reforms related to addiction treatment and collateral sanctions.

Task force shall develop multi-disciplinary policy recommendations on substance use disorder treatment integration with primary care, payment models, emergency room transitional care, and offender re-entry programs.

Task force must examine the Uniform Collateral Sanctions and Disqualifications Act and recommend whether Hawaii should adopt it to reduce barriers for individuals with substance abuse-related convictions.

Task force membership includes the Director of Health (chair), one House member, one Senate member, Directors of Human Services and Public Safety, and representatives from medical associations, universities, hospitals, and drug policy organizations.

Task force must submit preliminary report by 20 days before 2016 Regular Session and final report by 20 days before 2017 Regular Session, with dissolution on June 30, 2017.
