Urges the Hawaii legislature to strengthen laws prohibiting animal cruelty and increase penalties for violators.

References S.B. No. 1301 ("Hope's Law"), which requires dog license holders to notify the Director of Finance when transferring ownership or face liability for subsequent animal cruelty acts.

References S.B. No. 1301, which mandates dog license holders provide the Director of Finance with the dog's microchip identification and designates deprivation of necessary sustenance as animal cruelty in the second degree.

References S.B. No. 773, which prohibits slaughtering, trafficking, or possessing dogs or cats for human consumption and amends the definition of "pet animal" to include all dogs and cats regardless of breeding purpose.

Directs transmission of certified copies to the Governor, President of the Senate, Speaker of the House of Representatives, Director of Health, and Director of Commerce and Consumer Affairs.
