Hawaii Housing Finance and Development Corporation (HHFDC) and City and County of Honolulu Department of Planning and Permitting, with support from the Honolulu Authority for Rapid Transportation (HART), are requested to conduct a joint study on workforce housing demand and transit-oriented development.

The joint study must calculate the number of workforce housing units needed in transit-oriented development zones to provide a baseline for transit system ridership.

HHFDC and the Department of Planning and Permitting shall evaluate options to encourage construction of workforce housing units, rental units, and public uses in all transit-oriented development zones.

The agencies may assemble administrative personnel and enter into cooperative agreements with other public agencies as needed to complete the study and development plan.

The joint study and development plan must be submitted to the Legislature no later than twenty days before the 2016 Regular Session convenes.
