Request the Department of Education and Department of Commerce and Consumer Affairs to establish a working group to evaluate transferring licensure of private trade, vocational, and technical schools from DOE to DCCA.

Require the working group to consider alternative licensing procedures that protect consumers from false, deceptive, misleading, and unfair practices while ensuring adequate educational quality.

Include interested stakeholders in the working group's discussions regarding the transfer and licensing procedures.

Direct both departments to submit findings, recommendations, a transfer timeline, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Transmit certified copies to the Governor, Superintendent of Education, Board of Education Chairperson, Director of Commerce and Consumer Affairs, and State Auditor.
