S.R. No. 114 Summary

• Requests the Governor to convene a bullying prevention task force consisting of at least eleven members selected from educators, administrators, mental health professionals, parents, youth, direct service providers, clergy, and youth advocates.

• Directs the task force to create a model anti-bullying policy for educational institutions, youth-serving agencies, and state-funded grantees that addresses both traditional bullying and cyberbullying.

• Model policy must include definitions of bullying, prohibitions, code of conduct, consequences, reporting procedures (including anonymous reporting), investigation procedures, parent notification, appeal processes, and anti-retaliation protections.

• Task force members serve without compensation and must submit an initial report to the Legislature no later than twenty days before the 2016 Regular Session and a final report before the 2017 Regular Session.

• Task force is dissolved on December 31, 2017.
