Requests the Auditor to conduct a follow-up analysis to the December 2005 "Sunrise Analysis: Check Cashing and Deferred Deposit Agreements (Payday Loans)" Report No. 05-11, as the original recommendations have not been adopted by the Legislature

Requires the Auditor to compare Hawaii's regulation of payday loans under chapter 480F with regulations in other states

Requires analysis of the economic impact on consumers and payday loan providers in jurisdictions that have imposed a fee cap equal to an annual percentage rate of thirty-six percent

Requires analysis of the availability and cost of alternative credit products to payday loans

Auditor must report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes
