Request the Department of Transportation to study the feasibility of establishing an interisland ferry system similar to systems operated by Washington State and other jurisdictions.

Require the study to emphasize compliance with Hawaii's environmental protection laws, including chapter 343, Hawaii Revised Statutes, and identify appropriate routes and harbors.

Direct the Department to analyze potential costs and revenues, financing options including rates or fees, and ferry system parameters such as vessel design, passenger and cargo capacity, and harbor compatibility.

Require the Department of Transportation to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session.

Request the Legislative Reference Bureau to assist the Department of Transportation in preparing the report.
