Requests the federal Food and Drug Administration, state Department of Agriculture, and state Department of Hawaiian Home Lands to consult with Hawaii small scale farmers and producers on offsetting costs of Food Safety Modernization Act implementation.

Identifies that over 90 percent of Hawaii farmers generate less than $500,000 per year in adjusted gross income and are particularly vulnerable to compliance costs.

Notes that Hawaii farming costs for land, leases, water, labor, feed, fertilizer, and energy are significantly higher than in continental United States, creating additional financial burden.

Calls for meaningful consultation to find financial relief mechanisms so small Hawaii farmers can maintain viable operations while complying with federal food safety standards.

Directs certified copies be sent to the federal Commissioner of Food and Drugs, Hawaii Board of Agriculture Chairperson, Hawaiian Homes Commission Chairperson, and Hawaii's congressional delegation.
